Waiting for summer and... the peak of unsanitary conditions

Today, violations of sanitary and hygiene norms and rules are found not only in run-down little local shops on the outskirts, but also in large supermarkets in the capital. Hence the reports of mass poisonings from poor-quality food that appear from time to time, yet the situation still does not change for the better.
Unsanitary conditions have long become an integral part of our life, and each of us has practically got used to mountains of garbage dumped under the windows of our homes, food being sold right under the scorching sun, and so on. Naturally, all these factors cannot but have a negative effect on the overall quality of life of our country's citizens, although in the current situation a very large share of the blame lies with the people themselves. Our population's attitude toward household garbage is far from accepted sanitary norms and aesthetics. Our understanding of household waste disposal is fundamentally different from the European one.
As Trendlife reports, garbage heaps are not cleared and taken to landfills on time, and often they are simply burned on the spot, spreading a stench over the whole neighborhood. This is how it is done on M.Kashkay, M.Akhundov, Tsereteli and many other streets. Undoubtedly, thanks to this, Baku is rightly considered one of the dirtiest cities in the world. The spontaneously grown garbage dumps bother no one. Here and there, on vacant land, heaps of garbage spring up like mushrooms after the rain.

But, as the saying goes, nature abhors a vacuum. Lately our businessmen have been actively buying up these "ownerless" plots and putting up three-story villas. That is what happened on Hasan Aliyev Avenue, at the turn toward the military hospital. Where there used to be a garbage dump, three-story houses with terraces now stand proudly. The same thing happened on M.Kashkay Street, next to the Nasimi market.
Usually in such cases the garbage dumps are moved right under the balconies of residential buildings. And, as life has shown, nobody listens to the complaints of residents of nearby buildings. In early March, construction began on the third three-story house opposite building No. 31 on Nobel Street (the former Zykh Highway). According to eyewitnesses, businessmen are also building houses on the dump next to the H.Z.Taghiyev plant, which is currently not operating. Residents of neighboring buildings Nos. 29 and 31, under whose windows the garbage dump was moved, have filed complaints with the relevant authorities. However, neither the housing maintenance office staff nor the district executive authorities are taking any measures. The complainants are gloomily waiting for the hot summer and the peak of unsanitary conditions.

Apparently, in order to prevent the growing danger of global unsanitary conditions within our country, 12 hygiene and epidemiology centers will be built in Azerbaijan. It is planned that this idea will be implemented within the next two years. This is reported by "Novosti-Azerbaijan", citing a statement by the Ministry of Health of Azerbaijan. In addition, the similar centers operating in Baku are to undergo major repairs during this period. Repair work has already been completed at the Hygiene and Epidemiology Center of Baku's Sabail district, and in Gobustan a new center has been put into operation.
Building institutions of this kind is, of course, a good thing, but somehow it's hard to believe that anything useful will come of it...
